Request for Proposals: Bookkeeping and compliance services for Emerge Colorado

Introduction: Emerge Colorado is a 527 tax-exempt political organization based in Denver, Colorado. We recruit and train Democratic women to run for office, and have one full-time staffer. We are looking for a contract-bookkeeper to manage our day-to-day expenses, write and sign checks, manage IRS filings and 990s, produce semi-monthly financial statements and balance sheets, and reconcile the bank records once per month. The bookkeeper should use quickbooks or similar software and be willing to track disbursements in NGP VAN, which is an online platform that assists us in tracking donations, expenditures, and compliance.

Scope of work:

  • Track disbursements and income in QuickBooks. We operate with cash accounting and have about 120 transactions per month;
  • Track disbursements in NGP – Emerge Colorado can teach the bookkeeper to do this. This is an optional but helpful piece of the bookkeeper’s role;
  • Prepare quarterly (in even years) or semi-annually IRS Form 8872 filings using NGP
  • Work with the board to find an appropriate professional to prepare and file annual Form 5550s with the Dept of Labor and provide other supported related to our 401(k) plan;
  • Work with the Executive Director to manage preparing and filing annual 990s and 1099s (bookkeeper does not need to be a CPA but can work with a CPA to do so);
  • Reconcile bank statements once per month;
  • Pay all approved expenses/invoices and help develop a check signing system that is efficient and maintains internal controls;
  • Produce monthly and annual budget-to-actuals reports and financial statements.
  • Prepare bi-weekly payroll and handle payment and filing of quarterly payroll tax filings.  We have one employee. This part is ideal but not necessary.
  • Make (mobile or in-person) deposits of checks as necessary.


We are looking for an experienced bookkeeper who is detail-oriented, can meet multiple deadlines with no dropped balls, and who can help us and collaborate with us on improving our internal controls. Prior experience working with 527s or other political organizations is prefered, but is not a requirement. We are willing to train someone how to use the NGP VAN system and on the specifics of the IRS Form 8872 filing.
